"Elizabeth used propaganda to reinforce her authority โ€” for example, the Armada Portrait showed her with her hand on the globe and the defeated fleet behind her" IS a feature with specific evidence.

For Level 3+ on the explain-why question (7-8 marks): You must show how causes CONNECTED. Not just "the pope excommunicated her (reason 1) and Mary Queen of Scots was a threat (reason 2)" but "because the pope excommunicated Elizabeth in 1570, English Catholics became potential traitors in the government's eyes โ€” this made it possible for foreign powers like Spain to use Mary Queen of Scots as a focal point for plots that would have been merely religious before 1570." The connection between causes is what earns Level 3.
