The Level 3 essay treats Inspector Goole as a character with motives, personality, and possibly a supernatural backstory. The Level 5 essay treats him as a dramatic device — a function Priestley builds to produce a specific theatrical effect.
Consider what the Inspector does NOT have. He has no backstory. No domestic life. No emotional response to what he hears — he is described in the stage directions as creating "an impression of massiveness, solidity, and purposefulness". He does not flinch at Gerald's confession or Birling's self-justification. He is unmoved because he is not a person being moved: he is a mechanism for revealing what already happened.
The functional analysis: Priestley uses the Inspector to make the invisible visible. Eva Smith's suffering was always real; the Birlings were always responsible. The Inspector does not create the situation — he illuminates it. His method (presenting facts, refusing to argue, moving on) is designed to prevent deflection, not to prove guilt. The guilt was already there.
This is why his identity is irrelevant to his function. Whether he is a real inspector, a supernatural figure, or the audience's collective conscience, what he achieves is the same: each Birling is forced to see their own action in context of the whole.
