The problem is that you have not read why that short sentence exists in that specific position. A sentence is not short in isolation. It is short after other sentences. The break — the sudden stop in a rhythm the reader did not notice they were following — is what creates the effect. The rhythm break, not the short sentence alone, is the structural choice.
